To become an hr consultants employers are looking for more of an interdisciplinary background. In other words, they want someone who has a thorough understanding of the business world and its operations, and also someone who can take decisions. Instead of looking for a human resource degree, you could opt for other courses relevant to the human resource industries. Business and technical courses can be very useful along with courses, on psychology, law, etc. A Bachelors degree in the Arts or the Sciences can help you get an Associate degree later which is an entry level program in business administration and human resource management.
